Essentially this affects the lighting and shadows on weapons and characters.
As you can see the solider looks a bit darker but a bit more cartoony somewhat like the original tf2 trailers.
Mat phong 0 looks better imo and provides a higher framerate since it doesn t have to render plasticy shines all over everything including cotton clothing which doesn t shine at all irl.
The mat phong setting enables or disables phong shading.
But many people would rather use r rimlight 0 because it doesn t break anything.
I actually prefer it.
